Establishment of recreational rail services in Santa Cruz County and the City of Capitola. Rail service would extend approximately 6 miles and serve the communities of Capitola, Aptos, and Seascape. The rail service would operate over a existing rail line. Passage loading/unloading platforms would be constructued at 6 locations.
