General Plan Amendment to change the land use designation from Recreational and Environmental Open Space to Government, Educational and Institutional Facilities; amend the Big Canyon Planned Community Text to include the project site within its boundaries, designate the site "Insitutional and Nature Preserve" and adopt Planned Community District development regulations; Use Permit to allow the construction of a new church complex with the main sanctuary building to exceed the base 32 foot height limit; Traffic Study pursuant to the City of Newport Beach Traffic Phasing Ordinance; Tentative Parcel Map to subdivide an existing 10.81 acre parcel into three parcels. The proposed church complex consists of a sanctuary, fellowship hall, administration building, counseling center, preschool buildings, nature center plaza and future expansion building, totaling approximately 34,000 SF, and related site improvements including grading, parking lots, site lighting, landscaping and utility connections.
