The Project site is designated for school development in the previous Specific Plan and EIR.
Document Description
The Project property will be purchased by the Western Placer Unified School District (District) and school facilities will be constructed and operated by the District and contractors hired by the District. The Project site includes the approximately 18-acre parcel on which school facilities are to be developed. An adjacent City Park is proposed consisting of baseball/softball fields, two football/soccer fields, a running track, tennis courts, and parking--approximately 16.3 acres in size. The school will use the playfields proposed in the City of Lincoln Park adjacent to the school through a sharing arrangement. The environmental impacts of the park development are not assessed in this initial study. The Project involves construction of approximately 98,900 square feet of school buildings. Landscaping will be provided near buildings and along the edges of the Project site and turf will be planted between buildings and in areas of the site not designated for buildings or other facilities. Facilities will be constructed on-site and extended to the site, where necessary. Utilities are planned through the Lincoln Crossing Specific Plan. Roadway lighting, security lighting, and other lighting will be installed. No sports lighting is anticipated. Access points from adjacent planned roadways, parking lots, sidewalks, curbs, gutters, and related improvements are included as a part of the school development Project. Approximately 135 parking spaces are proposed and approx. 72 parking spaces will be available for school overflow parking at the City Park proposed adjacent to the school. Facilities will be constructed on-site to connect with sewer lines along nearby streets. Sewer facilities are planned within the context of the Lincoln Crossing Specific Plan and were considered by the Specific Plan EIR. Storm drainage facilities will be constructed on the Project site to collect and transport runoff associated with the development of this and nearby sites. Stormwater collection and retention facilities are designed at the Specific Plan Area level. The Project will accommodate any portion of the Plan Area stormwater facilities planned to be included on-site. The school will operate on the standard 10-month schedule from approximately mid-August until late May or early June. The school will have primary operating hours between approximately 8:00 A.M. and 3:30 P.M. Estimated enrollment is 600 with approximately 60 employees.
