Document Description
The project involves the annexation of approximately 50.5 acres from an unincorporated portion of Santa Barbara County to the City. Upon annexation, APN 047-010-016, 047-061-026 and a 4.41-acre portion of APN 047-010-053 would have a General Plan Land Use Designation of Residential, Two Dwelling Units, Buffer/Stream, and Pedestrian/Equestrian Trail. Upon annexation, APN 047-010-011 would have a General Plan Land Use Designation of Major Hillside, Open Space, Buffer/Stream, and Pedestrian/Equestrian Trail. A Coastal Plan Map Amendment would also be required for those portions of the site located within the Coastal Zone. The Zoning designation for APNs 047-010-011, 047-010-016, 047-0061-026, and the 4.41-acre portion of APN 047-010-053 would be SP-9/S-D-3 [Specific Plan #9/Coastal Overlay Zone (for the portion within the Coastal Zone)]. The purpose of Specific Plan #9 is to establish a single-family zone district where development is clustered, a semi-rural setting is maintained, and the natural environment is protected. Under Specific Plan #9, approximately 35.7 acres of the site would be dedicated open space and 14.8 acres could be developed for residential uses, roadways, and public passive recreation and open space.
