Consistent with a Memorandum of Understanding between the SCAQMD and Ultramar, Inc. -- Valero Wilmington Refinery, Refinery operators are proposing to modify existing process units, and install new equipment, in order to eliminate the use of concentrated hydrofluoric acid (HF) as a catalyst in the production of alkylate, a high octane blend stock necessary to the production of state and federally mandated reformulated gasoline. The current alkylation process would be replaced by a modified HF alkylation process referred to as the reduced volatility alkylation process ("ReVAP"). The proposed project also includes alkylation efficiency improvements and design capacity enhancements to help offset production losses.
