The Federal Bureau of Prisons proposes to construct and operate an Energy Savings Performance Contracting (ESPC) project to be located on the grounds of the Federal Correctional Complex in Victorville, California Specific project components includes an array of photovoltaic (solar energy) panels and one wind turbine at the present time, with the possibility of a thermal energy storage tank and additional wind turbines is being installed in the future.
