Construction and operation of a 42-inch diameter water pipeline originating at the Stockton East Water District Water Treatment Plant in east Stockton, extending approximately 27,000 feet in a southwesterly direction, mostly in City right-of-way, and ultimately connecting to an existing 16-inch diameter City water-line within the Pock Lane right-of-way, just north of its intersection with Togninali Lane in southeast Stockton.
