Amendment No. 2 entails two components: 1) the addition of 8.3 acres of developed land to the existing Project Area; and, 2) the reinstatement of eminent domain authority to the Agency on non-residential land within the existing Project Area for an additional 12 years. The purpose of the Project is to eliminate the conditions of physical and economic blight that exist in the entire Project Area through rehabilitation of residential uses and the revitalization and reuse of commercial and industrial properties. This involves the creation of programs to eliminate economic and physical blight, fund infrastructure improvements, and provide economic incentives that will stimulate economic revitalization of the project area. The proposed actions are all being taken in accordance with the provisions of the California Community Redevelopment Law, Health and Safety Code Section 33000, et seq.
