- The Central Valley Regional Water Board is issuing a Section 401 Water Quality Certification for the subject Project. The Project includes the installation of an outfall structure on the bank of the San Joaquin River and associated pipes over the existing levee, connecting to infrastructure within the adjacent industrial development, constructing a pedestrian trail, and grading to construct a city park. Wet concrete will be placed into a stream bed after dewatering the area. The Project will directly impact 0.246-acre of waters of the U.S.
