Document Description
The CLSP is designed to guide the construction and operation of a mixed-use residential/commercial development on approximately 1,521 acres of land. Offsite elements include a water recycling plant expansion, land for storage/disposal of treated wastewater, and utility lines. The CLSP EIR was certified in 2004; an addendum adopted in 2005; and the CLSP area was annexed into the City in 2005. Limited CLSP development has occurred to date. The CLSP proposes use of recycled water for irrigation of public landscaping and potentially private yards. Temporary storage would be required for excess recycled water and during periods when irrigation is not feasible (e.g., during periods when of winter precipitation). Recycled water may also be disposed of through irrigation land. The CLSP EIR identifies six potential storage or disposal areas (413 acres within the northern portion of the CLSP and five areas outside of the CLSP area).
