Document Description
Implementation of the CLSP has already been evaluated per the requirements of CEQA in an EIR certified by the City of Lathrop on November 9, 2004. The proposed action evaluated in the Addendum to the EIR for the CLSP is the use of an agricultural easement exchange for compliance with Williamson Act contract cancellation requirements. As identified in the CLSP EIR, implementation of the CLSP will result in cancellation of various Williamson Act contracts. In compliance with Government Code Sections 51256 and 51256.1, the project applicant proposes the use of the Mainstone Property for an agricultural easement exchange in order to comply with Williamson Act contract cancellation requirements. The easement exchange, if approved by the California Department of Conservation, would be used in-lieu of contract cancellation fees. Under the proposed action, the Mainstone Property would be placed under a permanent agricultural easement.
