Document Description
In September 2004 and again in April 2006, the University of California, Santa Barbara, amended its Long Range Development Plan to designate land uses on the North and West Campuses for faculty and family student housing development along with open space improvements. An EIR Addendum prepared in March 2006 and approved in April 2006 evaluated minor revisions to the previous land use and design approvals. The number of faculty housing units on the North Parcel reduced from 236 to 215 (in April 2006?) to eliminate impacts to wetlands. Since the Addendum was prepared, the faculty housing units on North Parcel have been reduced to 172 units as a result of the Coastal Commission approval November 17, 2006 to eliminate impacts to additional wetlands and other environmentally sensitive habitat areas identified on the North Parcel.
The University proposes to approve budget for construction of 31 of the 172 approved faculty housing units on North Campus. University of California design approval for the project occurred in September 2004 and was revised by UC in April 2006, and was approved by the Coastal Commission in November 2006. Habitat restoration commenced during Phase 1 and 2 and would continue for Phase 2 as well as subsequent phases. The Phase 3 total building area is 69,641 gross square feet. Phase 2- construction of 22 units of faculty housing and Phase 2 - construction of 37 units of faculty housings are complete. The majority of underground utilities and roads for the 151 unit site were installed as part of the Phase 2 project.
Minor design changes in the current proposal for Phase 3 are that the units would be detached housing instead of townhomes. Some utility and road rework will be required in Phase 3 as a result of the design change from attached to single family residential units. The design changes do not result in any new significant impacts than those identified in the 2004 Final EIR and 2006 Addendum for the project. There is no new information, nor more significant impacts than previously analyzed, and no new context that would trigger PRC Section 21166 and the need subsequent environmental analysis.
