Reasons for Exemption
Recent inspection of this 35-year old trunk sewer revealed that 1) there is a significant amount of sludge and debris in the line; 2) there are cracks in the pipe; 3) there is deterioration of the concrete in the manholes; 4) roots have penetrated through many pipe joints and in some areas have blocked substantial portions of the pipe cross section; and 5) filtration of water from the outside into the sewer pipeline has been observed. Due to these reasons, there is a high probability for a sewage spill. The average daily flow is approximately 1.2 million gallons per day and the peak flow is as high as 1.97 million gallons per day. Therefore, in the event of a sewage spill, a large amount of sewage flow would reach public waters, jeopardize public health and safety.
