Reasons for Exemption
The sewer mains in Washington Canyon range are 34 years old and are in need of cleaning. The mains have been impacted by severe root intrusion, and debris accumulation which have compromised the integrity of several sewer pipeline segments and manholes. Average daily flow through these pipelines is approximately 0.47 million gallons per day (mgd), with peak flows up to 0.93 mgd. In the event of a sewer spill, a significant amount of raw sewage could reach public water at San Diego Bay, threatening wildlife habitat and public helath and safety.
