Document Description
The Class 2 Hazardous Waste Facility Permit modification allows the facility to add a roll-off dumpster and ramp which will be used for truck cleanout. The roll-off dumpster and the truck cleanout ramp will operate within an area equipped with proper secondary containment and other protective measures. The transfer will remove sediments that could not be pumped out of the truck. It will occur by driving the truck up a ramp, opening the back of the truck and allowing gravity, in conjunction with hand held scrapers, to cause sediments to fall into the roll-off dumpster. A water rinse may be used to clean out additional residue. Once the roll-off dumpster reaches capacity, it will be shipped to a Safety Kleen Recycle Center for additional treatment. Spill containment will be provided during the transfer operations by permanent curbs around the roll-off dumpster. The ramp will be constructed with 6" concrete curbs on the sides and absorbent booms and will be placed around front and rear of the truck during transfer. The maximum amount of liquid level that will be allowed in the roll-off dumpster will not exceed 10%. If it is determined that the liquid is above 10% of the total volume, dewatering activities will be used to ensure compliance with this requirement (e.g. pumping the liquid, bailing, or adding floor dry).

The facility is not on the Hazardous Waste Substances Sites List compiled pursuant to Government Code 65962.5 and is not in an area of biological or cultural resource significance.
