The Project is the adoption and implementation of the proposed 2004 Update to the Countywide Comprehensive Transportation Plan (2004 CTP Update) and extension of Measure C, which includes a proposed new Expenditure Plan and an update of the 1988 Growth Management Program (GMP). The 2004 CTP Update will serve as the long-range transportation planning document for Contra Costa. It outlines the Authority's vision for Contra Costa, goals and strategies for achieving that vision, and future transportation priorities.
