Wind Energy Ordinance Amendment, PLP02-0024

To expedite processing of applications for small wind energy systems (SWES) in the all zoning districts (Coastal and Inland) other than R1, R2, R3, and PC, this Ordinance amendment would do the following: 1. Establish a new overlay zoning district ("Overlay Zone") that includes the Urban Service Area and the area 2,500 feet beyond the Urban Service Area line. 2. Delete the prohibition on SWES within "urbanized areas" as defined in Government Code Section 65892.13 (AB 1207) and on lots less than one acre in size. 3. In accord with the table, prohibit towers taller than 40 feet on parcels less than one acre size; prohibit towers over 65 feet on parcels less than five acres in size within the new Overlay Zone; within the Overlay Zone, require a Minor Use Permit for smaller systems and a Use Permit for larger systems; and outside the Overlay Zone, allow SWES with a Zoning Permit without Noticing.
