Amend SJVUAPCD Rules 4305 and 4351 and adopt new Rule 4306. Amended and new rules would correct rule deficiencies identified by the USEPA. Rule 4306 will implement RACM as required by the federal Clean Air Act. This rulemaking project is intended to reduce NOx and Co emissions pursuant to the District's ozone and particulate matter attainment strategies.
