Document Description
The proposed amendments to Rule 4901 are intended to remedy the rule's deficiencies identified by USEPA and to make Rule 4901 fully approvable by USEPA. The District must correct these deficiencies and then submit a SIP-approvable version of the Rule for USEPA approval before the first sanction clock ends on September 11, 2003. The amended version of Rule 4901 is intended to implement Best Available Control Measures (BACM) as required by the Federal Clean Air Act. The San Joaquin Valley Air Basin (SJVAB) is classified as a serious PM10 non-attainment area for the health-based air quality standard established by the Federal Clean Air Act. Rule 4901 applies to all wood burning fireplaces and wood burning heaters within the San Joaquin Valley boundaries.
