Document Description
The Operator proposes to alter the streambed and bank by removal of riparian vegetation and accumulated sediment along a 100-linear foot portion with a debris basin adjacent to the Youth Athletic Park within Oso Creek, Orange County. The capacity of the debris basin was once 9.2 acre-feet, but now that 4-feet of accumulated sediment has built up and buried the standpipe riser, the adjacent Youth Athletic Park is flooding after minor precipitation events. Phase I of the project will involve clearing of all the riparian vegetation within the 0.23 acre project area. Phase II of the project will involve the mechanical removal of the accumulated sediment. Maintenance of the 0.23 acre area within the basin will be conducted every two years or as needed to ensure that the project area will not accumulated more than 24 inches of sediment or vegetation will not grow to be greater than 2 inches in diameter at breast height. The Operator shall not permanently impact more than 0.23 acre of stream channel and associated willow riparian habitat, which will be mitigated at a minimum compensation to impact ratio of 3:1, for a total mitigation obligation of 0.69 acre.
