This Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) have been prepared to comply with the National Environmental Policy Act (NEPA) and address the environmental effects of the proposed temporary deviation from the Water Control Plan, Folsom Dam and Reservoir, for spring 2003. The Proposed Project is located in Placer, El Dorado, and Sacramento counties, California (Plates 1 and 2). The purpose of the Proposed Action is to provide additional protection to salmon and steelhead populations by minimizing flow fluctuations and conserving the storage of water, primarily cold water, in Folsom Reservoir while maintaining the level of flood control protection downstream during spring 2003. However, minimizing flow fluctuations and conserving the storage of water are often in conflict with each other.
