Document Description
The Project consists of the approval of three related development agreements ("Development Agreements") covering property consisting of approximately 270 acres of land (APN numbers 037-192-016-07; 032-081-010-04; 032-081-008-08. 037-192-015-08) located in eastern Oakley north of East Cypress Road and south of the Contra Costa Canal. The property is bound by the Contra Costa Water District Canal to the north and east, Cypress Road to the south. The Development Agreements will vest for a period to ten years the goals, policies, and programs of the recently adopted Oakley 2020 General Plan, as they exist upon the effective date of the Development Agreements. Subsequent discretionary entitlements, such as development plans and subdivision map applications, will be subject to further CEQA compliance when such applications are filed. The Development Agreements replace existing development agreements with Contra Costa County dated January 13, 1997, which were binding on the City of Oakley following incorporation and which collectively covered a much larger acreage (approximately 1,500 acres) and with a greater overall impact on the environment. The Development Agreements implement the terms of Section 3 of the Memorandum of Understanding By and Among The City of Oakley And the Emerson, Burroughs, and Gilbert Families Regarding The Dutch Slough Restoration Project, dated September 23, 2002.
