Document Description
The project proposes Zone Reclassification from the existing zone of C36, General Commercial Use Regulation to a C34, General Commercial / Residential Use Regulation. The Rezone will change the zoning for a 2.48-acre project site, which is comprised of ten parcels, located in downtown Borrego Springs. The C34 Use Regulations are intended to create and enhance areas where a mixture of commercial uses and residential uses is desired. All development in the C34 Use Regulations, except developments containing only residential or civic uses, requires Site Plan review. With approval of the proposed Rezone, the Current application proposes an assisted living residential development for seniors. The C34 regulation would allow Group Care "by right" under the Civic Use Type pursuant to the Zoning Ordinance Section 2342b. The facility will consist of a two phase, 31-unit development with 10 buildings totaling 19,400 square feet, and 33 parking spaces. Grading for the proposal will involve a balanced cut and fill of approximately 500 cubic yards. The project site will take access from Sunset Road. The Borrengo Springs Fire Protection District will provide fire service. The project will receive sewer and water service from the Borrego Water District, which receives water from the underlying Borrego groundwater aquifer.
