Document Description
Queshan Recreation Park, located on the west bank of the Colorado River, in the City of Blythe, is owned by the County of Riverside. A lagoon of 3.62 acres in size of the east end of the Park is protected from the main flow of the Colorado River by a county-owned training structure, and has become significantly overgrown and filled with sediment from local runoff and the Colorado River. Excavation and dredging of the existing lagoon and/or portions of the river channel are necessary to make the lagoon navigable; dredged material will be spread on a County-owned parcel of land located immediately north of Queshan Park. Dredging is estimated to require 45 calendar days. In order to properly circulate water through the lagoon, flow-through culverts must be installed on the north end of the training structure. It is possible that these culverts are in place, and will need only excavation; however, until the dredging of this area of the lagoon is complete, their existence cannot be confirmed. Should the culverts not exist, the City proposes to install two 36-inch culverts at the north end of the training structure to aid in continuous flow through the lagoon, thereby reducing the need for future dredging. In addition to the dredging and excavation of the lagoon, the City also proposes improvements to the Park, including improvements to the boat ramp and dock, beach areas, and picnic areas; 1. Installation of boat docks on the west side of the lagoon, in two phases, which shall not commence until July 2004. 2. Installation of a boat launch ramp on the southwest side of the lagoon, which shall not commence until July 2004. 3. Clearing and creation of a sand beach at the north end of lagoon, and creation of a defined wading area immediately south of the beach in the lagoon. 4. Future addition of swimming platforms, commercial concessions (restaurant, retail), maintenance facilities and parking for automobiles and boat trailers.
