General Plan Amendment/Coastal Development Permit (GPA/CDP) to change the land use designation to and construct a 125-room resort lodge (61 guest rooms in the lodge and 64 hotel village rooms split among 8 bungalow structures in two villages east and west), a restaurant, bar, gift shop, conference center, health club/spa, kitchen garden, botanical gardens, nature trails, and two residential units. Constructio would occur in three pahses. Phase 1) Grading, installation of retaining walls and erosion control measures, and installation of wetland and riparian enhancement components and replacement of removed trees; Phase 2) Construction of bulding pads, hotel, 4 bungalow structures, parking lot, conference center, and pedestrian/bicycle bridge crossing over Avila Beach Road; Phase 3) Constructionof remianing 4 bungalow structures, parking lot across Avila Beach Road, trails at the top of the ridge line, and manager's quarters.
