Document Description
The proposed project consists of maintaining and improving two ponds near Paso Robles. Both ponds are located in an unnamed drainage which flows into the Salinas River, which will be part of a 10-acre open space easement. Specific plans are to remove approximately 500 cubic yards of accumulated sediment from the easternmost pond (Pond 1). The sediment will be removed by heavy equipment and transported to an upland site, approximately 100 feet from Pond 1. Sediment fences will be installed below the foot of the receiver site and the entire fill area will be hydroseeded. Dewatering of this pond may be necessary in order to remove this sediment. If dewatering is necessary, the water from the pond will be pumped into the drainage downstream, which eventually flows into westernmost pond (Pond 2). Any water entering Pond 1 from upstream flow will be captured by a diversion structure and pumped around the worksite into the aforementioned drainage. The existing spillway of Pond 1 will also be repaired to reduce erosion in the area. The spillway will be approximately 200 feet long. The lower half of the spillway will be repaired to reduce erosion in the area. The spillway will be approximately 200 feet long. The lower half of the spillway will be repaired with 12-inch thick grouted riprap. The grouted area will be no greater than 15 feet in width. The upper half of the existing spillway will be lined with an erosion control blanket and hydroseeded. Less than 200 cubic yards of rock will be placed at the outfall of the spillway to dissipate flow and minimize erosion. Access to Pond 1 will be from a temporary construction road, which will be reseeded after project completion. The beginning of the spillway of Pond 2 will be modified to direct water into the spillway and not along the edges. The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement Number R3-2002-1002 pursuant to Section 1603 of the Fish and Game Code to the project operator, Mr. Frank Arciero, Falling Star Homes.
