Document Description
EVWD constructed a 250,000-gallon water reservoir to blend water containing high concentrations of fluoride with water having lower concentrations to generate water that meets the MCL requirements. Historically, water from Well 39 has concentrations of fluoride that exceed the State MCL levels. This water has been blended with water containing lower fluoride concentrations from the Intermediate Zone at the two existing reservoirs located at Plant 39. This is not reliable and EVWD constructed the reservoir with a static mixer to blend water from the well with water from the existing reservoirs. This is accomplished by pump stations installed to boost water from the existing reservoirs to the blending reservoir. Water from Well 39 is pumped directly to the new reservoir. The blending reservoir provides a more reliable and efficient method of blending water for use in the EVWD system.

Reasons for Exemption
The project is not an expansion of use beyond that which formerly existed. The project did not the capacity of the wells or the booster pumps that supply the EVWD system. The project involved construction of a public health protection device in that it provides a more reliable method of producing water that meets State MCL requirements.
