Document Description
Metech International, LLC operates a precious metals recycling facility, in Gilroy, that was originally issued a Series B, Standardized Hazardous Waste Facility Permit in December, 1997. The Class 2 Permit Modification clarifies the types of ignitable solvents that might be present in residual quantities in an existing "Waste Stream J," identified in the existing hazardous waste facility permit. The waste is treated in roasting furnaces for the recovery of precious metals. The proposed permit modification constitutes a minor modification to an existing facility involving like materials without any increase to the facility operating limits or capacities. The modification would modify the facility's waste analysis plan to assure adequate profiling of the Waste Stream J and limit its waste constituents and waste types.

Reasons for Exemption
The proposed permit modification is to allow the receipt of specific hazardous wastes with residual quantities of non-halogenated solvents specified under USEPA waste codes D035, F003 and F005. No increases in the volumes or quantities of hazardous waste received, nor the capacities or quantities of hazardous waste to be treated are authorized. No change to the operations will result, nor should there be any substantive change to the potential risk or emissions from operating. The site is not on any list compiled pursuant to Section 65962.5 of the Government Code, referred to as the Hazardous Waste and Substances Site List, which includes the Cortese List and the CalSites database.
