Document Description
The proposed Hay Road Landfill (HRLF) Use Permit Revision #3 project would include: 1) the relocation of a landfill support facility from off-site within Vacaville to HRLF; 2) composting operation modification consists of : (a) an increase in the permitted average daily throughput of compost feedstock from 300 tons per day (TPD) to 600 TPD, with a peak of 750 TPD, (b) the addition of 6.8 acres to the permitted composting area footprint, (c) the addition of windrow composting as an on-site composting method, and (d) increasing the composting operation hours to 24 hours per day; 3) addition of a recyclables loading area to reduce freeway miles traveled by collection vehicles utilizing the existing infrastructure of HRLF; and 4) revision of the landfill final cover design in response to Central Valley Regional Water Quality Control Board concerns about the currently permitted final cover design/closure plan.
