The subject property is bounded to the north and east by residential development, to the south by Kimball Road (with a City of Red Bluff Corporation yard beyond), and to the west by undeveloped land consisting of a ravine and creek. The project includes exemption from local zoning and land use restrictions pursuant to Government Code Section 53094.
