The applicant, Redwood Empire Council of the Boy Scouts of America, proposes to annually erect a flashboard type summer dam on Noyo River in California's Mendocino County. This project consists of the installation of a seasonal flashboard dam on an existing concrete and bedrock still in the Noyo River.
