The project site has General Plan Land Use Designations of Residential Low, Residential Rural, and Open Space Residential. The Residential Low designation consists of a small portion of the site, along the southern portion of the western boundary of the project site. The Residential Rural designation is primarily in the southwest corner of the project site, generally corresponding to the portion of the site intended for development. The Open Space Residential Designation covers the majority of the site, and generally corresponds to the portions of the site proposed as dedicated open space. Zoning designations on the project site are RL (Residential Low), RR (Residential Rural), and OSR (Open Space Residential), and these corresponds to the associate General Plan Designations. The project site is largely undeveloped. The site contains only two buildings, a modular home without a permanent foundation and a small storage shed. Vegetation onsite consists of several varieties of non-native grasses, coastal sage scrub, and several stands of oak trees. The California Department of Water Resources (CDWR) has a number of subterranean pipelines that cross the site, including a fifty-four inch transmission line. Additionally, a few water line improvements have been constructed, the majority of which are low mounted concrete drainage structures. Given the pipelines and appurtenant structures, there are several dirt "haul roads" and other trails over portions of the site to access these and other areas of the site.
Document Description
The proposed project is to subdivide 177 acres of undeveloped land into 131 numbered single-family residential lots and two lettered lots for open-space purposes. A separate zone change from "Rural Residential" to "Planned Residential Development" is also proposed to accommodate the density increase that would result from the subdivision. Also included, as part of the project, will be certain off-site improvements to support the development. These off-site improvements are primarily infrastructure elements, and would include street, storm drainage, and sewer and water improvements.
