The Project will permanently impact 0.44 acre of streambed habitat (3,981 linear ft), of which 0.21 acre consits of vegetated riparian habitat, in 4 unnamed drainages that are tributaries to Encinitas Creek. Fill material will be placed within the permanend disturbance areas in order to construct roadways, detention basins, landscaped slopes, bio-swales, and other infrastructural improvements as well as the shopping center and housing.
