Document Description
The proposed mixed-use project involves construction of four two-story buildings totaling 24,486 square feet on a 1.02-acre parcel within a redevelopment area of the City. The project would provide approximately 4,900 square feet of retail/commercial development and 28 residential apartment units. The project will be developed in two phases. Phase 1 would involve development on the currently vacant portion (the western half) of the project site, adjacent to the existing gas station. Phase 2 would be developed on the eastern portion after Phase 1 is completed and after the gas station facility is demolished. Both phases of the project would involve the same amount of development, or 50% of the overall development planned for in the project. As part of the entitlement process, the project requires a zone change from C-2 General Commercial, to C-2 PD, General Commercial Planned Development. Other City-approvals needed for the project include Design Review, a Conditional Use Permit (CUP), a Tentative Parcel Map, and a Growth Management Allocation. The project requires review by the City's Planning Commission who will make a recommendation to the City Council. The site is listed on Ventura County's list of leaking underground fuel tank (LUFT) sites due to a release of hazardous materials that occurred on the site in 1988.
