The City of Fremont adopted an updated Housing Element on February 12, 2002, however, the State Department of Housing and Community Development (HCD) did not certify this Element. As a result, the City proposes to revise the adopted Housing Element in response to comments from HCD. Concurrently, the City is also proposing to make conforming changes to the Land Use Element to maintain consistency between the elements of the General Plan.
