U.S. Filter Recovery Services has requested a Class I Permit Modification to their Hazardous Waste Facility Permit. The modification amends and modifies the 1996 Part B portion of the Permit. The modification requests seven specific changes. (1) The addition of roofs to tanks 3, 4, 19, 20, 21. (2) Replacement of existing tank systems 31 ABC, 32 ABC, 33 ABC, and 34 ABC. (3) Installation of up-graded, state-of-the-art tank level control systems. (4) Use of liquid reagent chemicals and automation of chemical reagent feeds. (5) Installation of mixing control systems. (6) Installation of a radiation detector. (7) Clarification of flammable waste acceptance criteria. Ancillary to the addition of roofs and replacement on tanks is the addition of an air pollution control system, which will be approved by the South Coast Air Quality Management District.

Reasons for Exemption
The proposed permit modifications are minor changes to Part B of the Permit and will not have a significant effect on the environment. 1. The roof additions to the existing tanks enable the proposed air pollution control system to operate efficiently. 2. The replacement of the four tanking systems actually reduces the installed volume of tankage at the Facility while providing roofs for effective pollution control. 3. The upgraded tank level control systems will enable the Facility to avoid violating their permit conditions. 4. The use of liquid reagents will enable the Facility to more accurately control their treatment reactions and conceivably reduce chemical consumption. The use of these liquid reagents will be restricted to areas within the tank systems containment provisions. There should be a reduced risk to personnel because of the shift from solid to liquid reagents. 5. The mixing control systems will enable the Facility to more thorougly mix each batch of hazardous waste and increase the safety of the Facility's operations. 6. The installation of a radiation detector will ensure that the Facility does not accidentally accept loads of hazardous waste that are not specifically permitted. 7. The proposed modifications to the Permit will not increase the capacity of the Facility, or create any new significant environmental impacts and will also reduce the exposure of the general public that lives around the facility.
