Document Description
Santa Margarita Water District filed an application for a temporary permit to appropriate water on January 9, 2014 pursuant to Water Code section 1425. The district proposes to divert return flows from purchased water flowing Gobernadora Creek. An upper basin will use a wetland process to treat non-storm flows for irrigation use within the Coto de Caza community. A lower basin will be used to attenuate storm flows. A portion of the water diverted will be stored in the District Portola reservoir. The temporary permit is necessary to reduce the District's reliance on imported water and prevent the imminent loss of grant defunding for the project.
