The General Plan requires minimum gross parcel sizes of 4 acres where the average slope of a parcel is less than 25% gradient. The project measures 25 gross acres and has an average slope of 4.82 percent gradient. The project is proposing four parcels and a designated remainder, each measuring 5 acres in size. The proposed project therefore has gross parcel sizes that are consistent with the General Plan. Furthermore, the project is subject to the policies of the Ramona Community Plan.
Document Description
The proposed project is an Administrative Permit for an Open Space Encroachment pursuant to County Board Policy I-100. The policy states that "those encroachments, which in the judgment of the Director of Planning and Land Use, are minor in nature, involve no significant environmental impacts, and will not significantly damage the integrity of the easement shall be reviewed and approved, conditionally approved or denied by the Director of Planning and Land Use." Specifically, the applicant, Mr. Doshi, proposes to encroach through an existing open space easement to accommodate a 10-foot by 70-foot equestrian/ pedestrian trail. The trail will connect Rainbird Road to Mesa Estates Road along the northerly boundary of the recently approved Tentative Parcel Map 20669 property. Approximately 70-feet along the south end traverses through the Open Space Easement, for which Mr. Doshi requests approval pursuant to Board Policy I-100. The encroachment will not involve the construction of any structures or improvements, except for minor clearing of brush and layering of mulch.
