The proposed project is subject to the Regional Land Use Element Policy 2.4 Non-Urban Residential And General Plan Land Use Designation (18) Multiple Rural Use. The General Plan requires minimum gross parcel sizes of 4 acres where the average slope of a parcel is less than 25% gradient. The project measures 25 gross acres and has an average slope of 4.82 percent gradient. The project is proposing four parcels and a designated remainder, each measuring 5 acres in size. The proposed project therefore has gross parcel sizes that are consistent with the General Plan. Furthermore, the project is subject to the policies of the Ramona Community Plan.
Document Description
The project proposes a minor subdivision of 23.8 net acres into four parcels, measuring approximately 4.9 net acres, with a 4-acre minimum lot size for four residential building sites. Furthermore, the subdivision will also include one remainder parcel measuring 4.2 net acres as primarily biological open space. There is one existing single-family residence on the property, which will remain on Parcel 1. The three other lots will be developed with single-family homes as accessed through existing driveways. The project does not propose any grading. All lots will be on septic and use groundwater services. Access to the project site is from an existing 60 foot private road easement from Rainbird Road and existing 40 foot private road easement from Mesa Estates Road. The project is located immediately north of Mesa Estates Road and south of Rancho Barona Road in the Ramona Community Planning Area within an unincorporated portion of San Diego County. The entire project will be served by the Ramona Unified School District and San Diego Rural Fire Protection District.
