Document Description
The Department of Toxic Substances Control (DTSC) is proposing to approve a Partial Closure Plan for hazardous waste management units at Advance Environmental Incorporated, Fontana in accordance with Article 7, Chapter 15, of Title 22 of the California Code of Regulations. Activities covered by the closure plan will take place after the closure plan is approved. These activities include the clean up dismantling and decontamination of a number of surface installations including above ground tanks, piping and secondary containment structures.

Reasons for Exemption
The project involves no expansion of the existing use. The removal of the tanks constitutes "maintenance" in an operational/site history sense i.e.: the tanks are no longer needed and they have to be removed to release the property they occupy for other uses. The removal of the tanks will not have ANY environmental impact, runoffs and residues will be handled under clear procedures that guarantee no releases to the environment will take place. The removal of the tanks will not involve environmental remediation. Environmental remediation component of the clean closure, if needed, will be addressed under a clear formal and pre-established arrangement/authority later on and it will have a CEQA review.
