The Project Area includes residential, commercial, and public uses on either side of the road. Commercial uses in the Esplande, and in the western end of the Project Area near Highway 32. Some home-based buisnesses are located toward the center of the Project Area. The Project Area includes various public utility and sewer easements, some of which are currently used and some of which are not. The Project also includes some very small-scale agricultural uses, in particular, three parcels on either side of West Eighth Avenue near the intersection of North Cherry Street and West Eighth Avenue that are used for an orchard. The Project Area includes property within several zoning districts, including low density residential, residential, commercial, and office, as summarized in Table 2-2 (See also Appendix D and E). The majority of the Project Area is zoned for low density residential use. Two parcels near Esplande and West Eighth Avenue, and Nord Avenue and West Eighth Avenue are zoned for commercial use. The Project Area is in the Northwest Planning Area Quadrant for Chico General Planning Purposes. The General Plan desigantions for the Project Area in the City of Chico include Community Commercial (at the extreme eastern end of the Project Area) and Low Density Residential (the dominant land use designation thoughout the Project Area). The Butte County General Plan Land Use Designations for the Project Area include Low Density Residential ( the most common designation in the Project Area, which allows up to six dwelling units per acre), Commercial (one pocket of commercial across West Eighth Avenu from Leafwood Court, and a few parcels at the corner of West Eighth Avenue and Esplande), and Industrial (at the corner of Nord Avenue and West Eith Avenue). See Appendix F for a map of the Butte County Land Use Designations in the Project Area.
Document Description
The project includes improvements to West Eighth Avenue and associated sewer and storm drainage improvements along West Eighth Avenue and West Eleventh Avenue in Butte County and in the City of Chico, including: Acquisition of additional public right-of-way will be required for sidewalks and left turn pockets from Arcadian Avenue, west to Highway 32 (Nord Avenue). The existing utilities and overhead power lines will remain in place or may be relocated within the right-of-way. Power drop-lines, commercial lines and service feeds, and gas and water main service laterals may need to be relocated. The construction of a sanitary sewer will connect to the City of Chico sewer system, completing prior work on this system in the area. Storm drainage facilities will be constructed to connect five infill locations and the drainage inlets for roadside drainage. The Project is consistent with the City of Chico Storm Drainage Maser Plan. In general, the roadway section is to include two 11-foot travel lanes, two 5-foot bike lanes, and medians at various locations to provide traffic separation and pedestrian refuge areas. The existing roadway horizontal alignment will be adjusted in certain sections to facilitate the installation of roundabouts. Construction is expected to commence in the summer of 2003 with utility relocation, with Project completion by 2005. The schedule is subject to change.
