Access to potable water is a basic requirement in urbanized areas and the City of San Diego Water Department serves more than 1.2 million people populating more than 200 square miles of developed land. The primary objective of the Project is to maintain a reliable source of potable water through the maintenance, repair, and for some segments, replacement of the aging Otay II Pipeline. In addition, the Water Department proposes to upgrade the cathodic protection system to minimize adverse effects of corrosion along new and old segments of the pipeline. The eight phases of the Project, plus a completed section of the alignment, extend over 19 miles through three local jurisdictions: City of San Diego, County of San Diego, and City of Chula Vista. Phases I, II, IV, and VII involve replacement and/or rehabilitation of existing pipeline. Phase III would include the installation of a cathodic protection system along a total of approximately 58,000 lf of the existing pipeline. Phase V would entail negotiating with the Sweetwater Authority to transfer approximately 33 domestic water services from the Otay II pipeline to the Sweetwater Authority. Installation of a new pump station and distribution system may be required. Phase VI would be completed under a participation agreement with a private developer who would replace a 17,000 lf segment of pipeline within future streets on Otay Ranch. Phase VIII would consist of the installation of approximately 5,000 lf of new pipeline in a yet-to-be determined alignment.
