Document Description
The proposed project involves the remediation of soil and groundwater contaminated with petroleum hydrocarbons that underlies a paved parking lot. The remediation would be effected by the injection of a treatment solution (BioJet). BioJet contains mesophilic and thermophilic microbes, nitrogen, ammonium nitrate, potassium, orthophosphate, and water, which degrade petroleum hydrocarbon contamination in subsurface saturated soil and groundwater into carbon dioxide and water.

Reasons for Exemption
The subsurface injection of BIoJet solution is a minor action which will prevent further migration of existing groundwater contamination, and mitigate the ongoing threat to water quality caused by the release of total petroleum hydrocarbons as paint thinner, a hazardous substance. The proposed actions will be consistent with applicable state and local environmental permitting requirements including, but not limited to, air quality rules such as those governing volatile arganic compounds and enforcement of water quality standards through adoption of waste discharge requirements by the North Coast Regional Water Board.
