Document Description
PCWA is proposing to acquire the 13.79-acre Newcastle Road site for the purpose of buffering and accessing the Foothill Water Treatment Plant. PCWA has determined that the buffer area is necessary to visually shield the plant from residential areas and to provide a barrier from noise caused by the normal operation and maintenance of the plant. Additionally, an alternative access route is needed to the treatment plant because access from Newcastle Road would be less disruptive to the surrounding residential neighborhood than access from Powerhouse Road. The new access road would be used for vehicle and equipment access and materials delivery to the treatment plant.
