Document Description
Issuance of a variance from hazardous waste manifesting and transportation requirements for Sacramento's participating CESQGs. The variance would allow transportation of up to 100 kg (220 lbs or 27 gallons) of hazardous wastes by participating CESQG businesses to household hazardous waste collection facilities and events sponsored in Sacramento. Authorized household hazardous waste collection facilities (HHWCF) are allowed to accept up to 100 kg of hazardous waste from CESQGs in a calendar month. This variance would allow the CESQGs to transfer the allowable monthly limit at one time, rather than make several trips. The HHWCFs provide an appropriate and safe means of disposal for hazardous waste generation by small quanitity generators.

Reasons for Exemption
DTSC finds that the Project will not have a significant effect on the environment: 1. Only hazardous waste from CESQGs will be transported under this variance. Explosives, radioactive waste, compressed gas cylinders, and unstable chemicals are excluded from the variance. 2. Transportation of hazardous waste generated by CESQGs is not regulated under the Resource conservation and Recovery Act (RCRA). By definition, the amounts generated by small quantity generators has been determined to be insignificant or unimportant as a potential hazard to human health and safety and the environment. 3. Waste from CESQGs will be received at either a separate receiving location at the event or at a different time than the household hazardous waste collections. 4. The variance contains conditions assuring transportation and handling in a manner protective of human health and safety and the environment. These conditions include, but are not limited to: A) The amounts of hazardous waste to be accepted and transported by each participating CESQG shall be limited to a total quantity of 100 kilograms (220 lbs or 27 gal) of waste per load per month. B) When applicable, the hazardous waste shall be packaged and labeled in accordance with federal Department of Transportation safety regulations. C) The hazardous waste shall be transported in accordance with the California Vehicle Code and safety regulations promulgated by the California Highway Patrol, California Code of Regulations, title 13. D) A copy of the variance will accompany all shipments.
