Document Description
The Metropolitan Water District of Souther Califronia (Metropolitan) is proposing to construct a ventilation pipeline from the existing outlet tower to the shore of Lake Mathews. The proposed pipeline would be 8 inches in diameter and approximately 300 feet in length. Construction will occur during low-level lake operations to preclude impacts to water quality. Therefore, all excavation will occur in dry conditions (i.e., no underwater excavation). The topography of the project site would be returned to pre-existing conditions after construction is completed.

Consists of the minor alteration of existing public structures, facilities, mechanical equipment, or topographical features, involving negligible expansion of use beyond that existing at the time of the lead agency's determination. The proposed project also consists of the construction and location of limited numbers of new, small facilities, or structures. In addition, the proposed project consists of minor public alteration in the condition of land, water and/or vegetation which does not involve removal of healthy, mature, scenic trees. In addition, the project is exempt from CEQA because the proposed project is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can bee seen with certianity that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
