Document Description
This project would drop efficiency testing for the bag houses, which was originally intended to determine compliance with SCAQMD Rule 1407 (d)(2). SCAQMD dropped this testing requirement for David H Fell by approving a Rule 1407 Compliance Plan and Alternative Control Measure. This Alternative Control Measure requires an improvement in bag house filters and control systems monitoring to achieve compliance.

This change in requiredmnt for bag house testing is an administrative decision based on technical analysis by the Air Quality Management District. The Hazardous Waste Facility Permit issued by DTSC references the Air Quality Management District. The Hazardous Waste Facility Permit issued by DTSC references the Air Quality Management District requirements and is being altered to match these changed requirements. This action is taken to protect the environment by requiring the use of more efficient filters in the air pollution control devices, and the use of continuous monitoring devices to ensure proper operation of the bag house.
