Reasons for Exemption
With certainty, no possibility of a significant effect on the environment. The modification to increase storage capacity of the structure by placing more containers on the floor is exempted by Title 14, Section 15061, since there is no possibility of it having a significant effect on the environment. No change in the operating capacity or throughput of the treatment facility will take place, only an increase in strorage within an existing unit. The only change will be in the number or capacity of containers placed on the floor of the vault. The material is dry power, and is not water soluble. The vault serves as secondary containment, and can contain any and all spills. No motorized equipment is used in the vault, placement of meaterials is done by hand, and moved on a four-wheele cart. Aisle space is maintained to allow for movement of emergency equipment and personnel.
