Document Description
The Native and Treatment Wetlands Program for the SARW, hereinafter referred to as the "project," fulfills a proposal to the State Water Resources Control Board in September 2000 which included Environmental Habitat Projects in the Southern California Integrated Watershed Program (SCIWP) Initial Fundable List. This project, proposed by SAWPA is intended to provide funding for wetlands improvement and related habitat needs. The project is consistent with a stated goal of the Santa Ana Integrated Watershed Plan, namely "restoration and/or provision of native and treatment wetlands to provide habitat, recreational opportunities, and to improve water quality." Project activities include the maintenance, enhancement, and/or restoration of wetland habitat within the SARW. Refer to Exhibit 1, Project Location Map. Regulatory agencies have identified impact avoidance guidelines, best management practices, and process requirements for the project. These are hereby incorporated into the project as Attachment A. The project is consistent with relevant plans and policies. These documents are hereby incorporated by reference and are listed in Attachment B. SAWPA, in coordination with potential constructing agencies and appropriate regulatory agencies, will provide quality control and oversight of thr Native and Treatment Wetlands Program within the Santa Ana River Watershed in accordance with all applicable permits and regulations. Potential constructing agencies will be responsible for ongoing maintenance activities associated with wetlands restoration and enhancement. Stakeholders currently identified as project participants include: CDFG, USFWS, RWQCB, and USACOE. Beneficiaries of the project are watershed-wide as the Native and Treatment Wetlands Program for the SARW will improve water quality and habitat associated with the SAR.
