Document Description
The application seeks approval of 1. the removal of the eucalyptus trees which occurred during 2000-2001, and a landscaping and tree-replacement program; and 2. permission to expand the burial grounds of the cemetery, to occupy a greater area of land within the existing property boundaries than currently exists, and thus expanding a land use that is legally non-conforming in the R-1-B-E zone district. Until December of 2000 the rear area contained a grow of approximately 1,200 to 1,400 eucalyptus trees, a non-native species; based on an analysis by the applicant's arborist that most of the ecualyptus trees on the site were diseased, deteriorated and otherwis appropriate for removal, an estimated 936 eucalyptus trees were cut down and removed, including 121 large, mature eucalyptus trees as defined by the Fairview Area Specific Plan (30" or more in diameter at 4.5' above ground level). The Specific Plan requires that when eucalyptus trees must be removed for saftey reasons, each large, mature tree is to be replaced with either five 15-gallon trees of any species, or one boxed, native specimen tree (24" box, typically). The project is intended to improve the conditions of landscaping within the cemetery, while replacing a sufficient proportion of pre-existing trees to meet aesthetic and landscape objectives and standards of the cemetery and the County, including the Specific Plan.
